Malta Permanent Residence Programme (MPRP)
Investment-based permanent residency in Malta for non-EU/EEA/Swiss nationals, granting the right to reside indefinitely with a renewable residence card.
Eligibility
Core criteria an applicant must meet to file under this category.
- Non-EU/EEA/Swiss national aged 18 or over
- Clean criminal record and successful due diligence review
- Legally sourced, verifiable assets
- Genuine link to Malta through qualifying property and stay
Investment Requirements
Asset ownership of at least €500,000 (including €150,000 in liquid financial assets), or €650,000 (including €75,000 liquid). Qualifying property: purchase from ~€375,000 (~€300,000 in Gozo/South Malta) or lease from ~€14,000/year (~€10,000/year in Gozo/South Malta). Plus a government contribution, a €2,000 donation to a registered Maltese NGO, and a €15,000 non-refundable administration fee.

- Family members across up to 5 generations may be included — spouse, children under 29, parents and grandparents — where financially dependent
- Comprehensive private health insurance covering all of Malta and the EU
- Property held for the qualifying period
- Does not automatically grant the right to work — a separate Employment Licence is required
